The Sudan Policy Advisory Group (SPAG) emerged in August 2022 as an independent initiative bringing together Sudanese experts committed to contributing their knowledge and experience to Sudan’s long-term development.
What began as a volunteer-led platform for strategic thinking and policy dialogue has since evolved into an independent, non-profit policy advisory association established in Paris, France, under the French Law of 1 July 1901.
Today, SPAG brings together expertise in strategic planning, public policy, governance, institutional development and related fields to support informed decision-making and long-term national transformation. Our work connects research and analysis with practical policy advice, institutional capacity development and dialogue among Sudanese, regional and international stakeholders.
Sudan remains at the centre of our mission. At the same time, our institutional mandate enables us to contribute knowledge and expertise to wider transition, recovery and post-conflict contexts across the Horn of Africa.
We seek to provide an independent space where expertise can be mobilised, ideas tested, evidence translated into policy options, and partnerships developed around the challenges and opportunities shaping Sudan’s future.

- Build Institutional Capacity: Strengthen the capabilities of public institutions, civil society organisations and other national actors through training, leadership development and technical assistance.
