How SPAG is governed, organised and held to account
The Sudan Policy Advisory Group operates under its Statutes, its Internal Regulations, its Governance and Organisational Framework and a set of approved institutional policies. Together, these define who decides what, how decisions are recorded, and how the Association is held to account.
The structure keeps institutional oversight separate from day-to-day management. The statutory bodies set direction and oversee the Association, two standing committees provide integrity oversight and specialist advice, and a professional management team delivers SPAG’s research, capacity-development and partnership work.
Governance framework
Four instruments set the rules
Each instrument has a defined role. Where they differ, the Statutes prevail. Key documents are published; internal instruments are available to members and partners on request.
Statutes
The founding document: the Association’s purpose, membership, governing bodies, resources and voting rules.
Read the StatutesInternal Regulations
The Règlement intérieur, which sets out how the Statutes are applied in practice, within the voting rules the Statutes lay down.
Governance & Organisational Framework
Roles, responsibilities and reporting lines, supported by a Delegation of Authority Framework that sets the limits of delegated decisions.
Institutional policies
The Code of Conduct and specialist policies on integrity, safeguarding, data protection, research ethics and finance.

Statutes, Art. 11–12Executive Bureau

- Advises on declaring and managing conflicts of interest, including for office-holders.
- Monitors how complaints and integrity concerns are handled, without replacing the confidential reporting channel.
