The Sudan Policy Advisory Group (SPAG) is an independent, non-profit policy advisory association based in Paris, France, and established under the French Law of 1 July 1901.
Bringing together Sudanese expertise, diverse professional perspectives and a shared commitment to Sudan’s future, SPAG works to advance strategic planning, public policy, institutional development and governance. We provide a platform through which knowledge, evidence and practical experience can contribute to stronger institutions, better-informed decisions and sustainable national transformation.
Our work is grounded in the belief that Sudan’s recovery and long-term development require more than responses to immediate challenges. They require the capacity to think ahead, define strategic priorities, strengthen institutions and translate policy ambitions into effective action. SPAG therefore combines research, policy analysis, strategic advisory, capacity development and dialogue to support solutions that are forward-looking, evidence-based and responsive to national realities.
While Sudan remains at the heart of our mission, our mandate also enables us to contribute expertise and cooperation across the Horn of Africa, particularly in contexts of transition, recovery and post-conflict reconstruction. We seek to connect Sudanese knowledge and experience with regional and international expertise, institutions, partners and the wider Sudanese diaspora.
Our approach is guided by independence, integrity, collaboration and inclusion. We promote open dialogue, responsible policymaking and meaningful engagement among public institutions, civil society, experts, development actors and other stakeholders. We believe that durable policy solutions are strengthened when they draw on diverse perspectives and are rooted in national ownership.
Capacity development is also central to our work. Through training, leadership development, technical assistance and institutional support, we aim to strengthen the people and organisations responsible for shaping and implementing Sudan’s future.
SPAG operates within a formal governance framework that safeguards accountability, responsible management and the integrity of our mission. From our base in Paris, we are building an independent platform for Sudanese policy thinking — one that connects expertise with institutions, ideas with implementation, and today’s decisions with Sudan’s long-term future.
