Evidence. Expertise. Dialogue. Practical solutions.
SPAG applies a multidisciplinary, evidence-informed approach to policy research and advisory work. We bring together Sudanese, regional and international expertise to understand complex challenges, assess policy options and develop practical recommendations grounded in Sudan's institutional, economic and social context.
Our approach combines rigorous analysis with consultation, comparative experience and continuous learning. Rather than applying predetermined solutions, we seek to understand the problem first, identify what is feasible, and develop options that can be adapted as circumstances evolve.
What is learned in practice returns to the diagnosis, and the work is revised as evidence and conditions change.
Diagnose
Define the policy challenge, examine its institutional and historical context, and identify the people and systems affected.
Research
Draw on data, research, policy documents, comparative experience and specialist knowledge to establish a credible analytical foundation.
Convene
Engage researchers, practitioners, institutions, communities and diaspora expertise through Working Groups, consultations and specialist networks.
Develop
Translate analysis into realistic alternatives, assessing feasibility, risks, institutional requirements and potential consequences.
Validate
Subject emerging recommendations to peer review, expert scrutiny and stakeholder feedback to strengthen quality and relevance.
Translate
Communicate findings through policy briefs, strategic frameworks, advisory support, capacity development and other instruments that can inform decisions.
Evidence and integrity
Recommendations should be traceable to credible analysis and presented with intellectual independence.
Sudanese context
International experience informs our work, but solutions must respond to Sudan's own institutions, realities and priorities.
Multidisciplinary expertise
Complex policy challenges require perspectives across economics, governance, law, technology, social policy and other disciplines.
Participation and collaboration
Relevant stakeholders and affected communities should inform the analysis where appropriate.
Practicality and adaptability
Recommendations should account for implementation capacity, constraints, risks and changing circumstances.
Learning and accountability
Methods, assumptions and recommendations should be reviewed and refined as evidence and conditions evolve.
