The state's capacity to administer, and to be held to account for how it administers. Civil service reform, the distribution of authority between the centre and the states, and the legal and regulatory framework that sits underneath both.

Security that communities experience as protection rather than as threat. Conflict analysis, civilian oversight of security institutions, and the community resilience and social cohesion that determine whether any settlement holds.

The services by which people actually judge a state. Health, education and social protection, together with the labour markets, youth and gender dimensions that decide who reaches those services and who is left outside them.

Sudan's largest employer and its food supply. Production and natural resource management, the rural economies that depend on both, and the value chains that connect a farm to a market.

The physical base everything else runs on. Energy, transport, water and urban systems, and the reconstruction choices that decide whether what is rebuilt can withstand the climate Sudan will actually have.

Evidence, and the systems that turn it into delivery. Statistics and data science, digital government and its underlying information systems, and the technology policy that decides whether a service can scale beyond a pilot.

Sudan's relationships beyond its borders. Horn of Africa dynamics, regional integration and multilateral engagement, and the deep pool of diaspora expertise available to the transition if it is deliberately organised.
