Building Before the Peace: Sudan’s Borderless Brain Trust

How SPAG is bringing together Sudanese expertise at home and across the diaspora to prepare for recovery, institutional renewal and long-term national development. The briefing traces SPAG’s evolution from an independent initiative launched in 2022 to a legally established association in France, and examines its governance model, strategic pillars, expert working groups and flagship initiatives — Sudan Vision 2030, the Sudan Academy of Public Administration, the Sudan Solidarity Board and the Sudan Digital Transformation Initiative. At its centre is one question: how can a country begin preparing for recovery while conflict and institutional disruption are still unfolding?
