Digital economy enablement, government modernization, and innovation hubs.
The Sudan Digital Transformation Initiative (SDTI) is envisioned as the flagship initiative of the Sudan Policy Advisory Group under its Innovation pillar. It will provide a platform for advancing the responsible use of technology, digital systems and innovation to strengthen institutions, expand economic opportunity and support Sudan’s longer-term recovery and transformation. This builds directly on SPAG’s existing focus on digital infrastructure, e-government, innovation ecosystems and digital skills.
A central focus of the Initiative will be government modernization — exploring how digital public infrastructure, data, interoperable systems and user-centred services can improve the efficiency, accessibility and transparency of public administration. The Initiative will seek to connect policy thinking with practical pathways for digitising services and strengthening the institutional capabilities needed to manage digital transformation sustainably.
The SDTI will also support the development of Sudan’s digital economy and innovation ecosystem by bringing together entrepreneurs, technology professionals, researchers, institutions and partners. Innovation hubs, applied programmes and partnerships can provide spaces for new ideas to be tested, local solutions developed and promising technologies adapted to Sudan’s particular development challenges.
Recognising that digital transformation must be inclusive, the Initiative will place importance on digital access, skills and participation, including opportunities for young people, professionals and underserved communities to benefit from technological change. Its approach will combine research, partnerships, pilot initiatives and knowledge exchange, while drawing on Sudanese expertise at home and across the diaspora.
Ultimately, the Initiative seeks to help build a Sudan in which technology serves institutions, people and economic development — not as an end in itself, but as an enabler of more capable government, greater opportunity and better public services.
Work is currently underway to develop the Initiative’s strategic framework, priority programmes and partnership model. Further information will be announced as the initiative progresses.
